As GamingBolt points out, the entirety of No Man's Sky (which has been heralded as one of the largest games of all time thanks to its near-infinite, procedurally-generated universe) is only a few GBs, so just because Nuka World's file size is bigger than that of Far Harbor doesn't necessarily mean it includes more content.
